Wow, I think this is an amazing idea. It’s about time we got some more mad-scientist type experiments going on in the city! I too agree. It does seem silly. Jail is supposed to be a deterrent. Not for committing crimes, but for getting arrested. No bail may lead to smarter criminals. Which could be fun for all.
