DE is a 'poor' city with many of its citizens relying on the bus route or foot power to get around, but... there are also plenty of professional career people, business owners, those that live outside the city and the bus line that are around each day. The truth is, a city the size of DE would have a good many vehicles on it's roads, even if clunkers that nickel and time their owners to death. With only 16 vehicle permits able to be obtained, that leaves a good many citizens driving NPC vehicles.

Obviously I'm asking this question due to the garage. With only 16 'physical' vehicles out there it greatly limits the amount of RP that can come into the garage, but just because your vehicle can't be 'seen', doesn't mean it can't be RP'ed.
In fact, The Busted Knuckle has a tow truck that's NPC and RP'ed to bring in other NPC vehicles.

There's now an incoming paper tray on the counter at the garage that holds a blank Busted Knuckle work order you can partially fill out (your personal information and type of vehicle) and turn in to even a NCP clerk by dropping the filled out NC into the outgoing work order paper tray. Just be sure to add (NPC) to the make or model of your vehicle. From there, let the RP begin.
