This idea came from another Sim I used to RP in and was wondering how well it would work in DE.. here is a modified copy of the note card from that Sim concerning crimes and the PD..
Maybe if we can have a NC drop box in the lobby of the PD where criminals/witness can drop off a NC of the crimes that were committed with some basic information such as..

For every scene that requires police involvement, either through live officers or npc’s, we ask that ONE person from the scene involved to fill out this form. This will assist the DEPD to be able to role play rather than spend hours collecting data.

In the spirit of fair play we ask that you remember there are no perfect crimes and evidence is what advances stories. Thank You.
AVATAR(S) NAME AND CHARACTER NAMES OF ALL PARTIES WITHIN THE SCENE:
ie. (JoeBloe Resident) Mike Hamill ( All characters should be listed here )
Also names should be listed as IC Known or OOC known such as Mike Jones (SL name) OOC known Sam Whittaker(SL name) IC Unknown)
BRIEF EXPLANATION OF WHAT OFFICERS COULD GATHER HAPPENED IN THE SCENE:
ie. ( The officers would see a lot of blood and a bleeding wig on the floor. From the video tape of the people going into the shop they would know that three large white men entered and that there was some sort of crime)
LIST OF ALL EVIDENCE THAT WOULD BE DISCOVERED
ie. Mike Hamill would be seen on surveillance tape
ie. Bloody knife under the couch. Body on ground.
LIST EVERYONE WHO WOULD HAVE NEEDED TO GO TO THE HOSPITAL
(please remember that doctors need roleplay and in the spirit of fair play if you are injured you need to play out your injuries)
ANYTHING ELSE THE POLICE WOULD NEED TO KNOW.
That way we know whom to coordinate with in RP or what further evidence is recovered (IC statements and such)

Also that way Officers can coordinate with each other as well so we won't have to spend hours trying to find a persons name in the DEPD computer database as it only deals with SL names not RP names and if you don’t know a person’s SL name you wont get very far in the RP or even the database.
