I got this idea from a place that I used to live, a college town. Every year, during the fall Daylight Savings change for the United States, they would have a Halloween costume block party, where people dressed up in Halloween costumes and walked around the center of town. You see, when the clocks get set back an hour at 2AM to 1AM, it allows an extra hour of legal drinking. It has become a tradition, and thought that it would make a great sim-wide event, with people in costumes, getting extra drunk or get their masked capture/rape game going.
