two ideas as suggestions.

1) some noobs in the orientation gave me the idea, how about a new tag in the OOC group - DE
observer - new people are shy and often ask if they can only watch to get a feeling on the RP here.
So it would be clear they only observe but would have to ask okay in private scenes.

2) cops get promoted through cases, if you have 10 cases you become officer if I am not mistaken
and so on. so I arrest lurker 1, 2, 3 and so on, and the guys sit in jail, but Rping with them in
jail does not get the cop closer to promotion... why not combine that? IN the end it is to offer
roleplay, right?
So say Jack arrests Lyss, now he makes his file 1 "lyss is an ass and has stolen my Donuts", now
Lyss is in jail, jack comes down and forces her to make public service and makes another file, file 2 - "Lyss is in jail, made her wash the PD cars in bikini" and has another file on his back, now say Roxy comes to jail and has Lyss work off the stolen Donuts by helping in ankle chains at the Jury Room and makes file 3, "had lyss work in JR" so all cops interacting with the prisoner advance in the system and the prisoner - gets RP 🙂
