Well no not really. You can always write in your own NPCs. For realistic intent the PD and Hospital would never be empty but there will be times when noone is on in those jobs. So one opyion is you can use NPCs. We use Tony the bartender all the time in Lulus.

I am recently returned to DE and have had a few interations with Lucky and all of them were solid RP. I am a realtivly good RPer myself with time on my hands to help out with keeping a body there to have interations with other RPers. I think anything to build more RP hotspots is a good idea 🙂
