Honestly, at the end of the day, this is an rp, not rl. I’m more concerned actually with people being able to easily come up with large amounts of money, going from a poor char to a rich char inexplicably, and the like, than with the exact numbers attached to each violation.

I think the mentor assignment thing is gonna make a huge difference: its hard being new and needing to learn on your own and I think buddying people up will definitely make people fit in better from the start, and make our retention rate better as well.
